Providing Employment Opportunities to Youth, Accessible Services to Citizens and Equipping Youth with Modern Skills Our Priority: Chief Minister Shri Vishnu Deo Sai

Three important initiatives in employment, digital governance, and skill development were launched on Wednesday at Mahanadi Bhawan in the presence of Chief Minister Shri Vishnu Deo Sai. He handed over appointment letters to young Sub-Engineers selected for the Nava Raipur Atal Nagar Development Authority. An MoU was signed between the Chhattisgarh Infotech Promotion Society (CHiPS) and Common Service Centre to make government digital services more widely and conveniently accessible to citizens. The government also handed over a letter allocating 10 acres of land for the proposed National Skill Training Institute in Nava Raipur.

Chief Minister Shri Vishnu Deo Sai said that providing employment opportunities to youth, simple and transparent government services to citizens, and modern skills to the new generation, in line with future requirements, are priorities of the State Government. The government is building a strong foundation for a developed Chhattisgarh by integrating employment generation, skill development, digital governance and modern infrastructure.

The Chief Minister said government schemes and services fulfil their true purpose only when their benefits reach citizens easily and in a timely manner. Technology is being used to reduce the distance between the government and citizens. At the same time, youth are being prepared not only for government services but also for employment in industries, the private sector, entrepreneurship and skill-based employment.

Young Engineers to Play an Important Role in Building Nava Raipur

Chief Minister Shri Sai handed over appointment letters to young engineers selected for the posts of Sub-Engineer in the Nava Raipur Atal Nagar Development Authority and wished them a bright future. He also congratulated the parents of the newly appointed engineers.

The Chief Minister said Nava Raipur represents Chhattisgarh's aspirations for the future. Modern infrastructure, quality civic amenities and planned development are being continuously expanded here. The newly appointed engineers have received an important opportunity to contribute to the construction and development of this modern city.

He urged the young engineers to use their knowledge and technical expertise in the public interest and discharge their responsibilities with complete dedication, honesty and commitment to duty. He asked them to give highest priority to quality, timely completion, and public interest in construction works.

Chief Minister Shri Sai said the government is making continuous efforts to increase employment opportunities for youth in the state. Various departments are conducting regular recruitments, and the recruitment process is being made transparent and time-bound. Employment opportunities for all youth cannot be limited to government jobs alone. Therefore, the State Government is also creating wider opportunities through industries, the private sector, entrepreneurship, startups and skill development.

He said the New Industrial Policy 2024-30 has accorded special priority to employment generation. MoUs for investment proposals worth more than Rs 8.23 lakh crore have been signed so far, and work on several projects has also begun on the ground. The target is to create employment opportunities for nearly 1.75 lakh youth in the coming years. The Industrial Policy provides special incentives to industries that employ local people.

The Chief Minister said the Chhattisgarh Public Service Commission has strengthened the transparent selection process. Youth from poor, farmer and ordinary families are moving forward by securing selection on the strength of their talent and hard work. The Chhattisgarh Staff Selection Board has also been constituted to accelerate recruitment processes further.

Digital Governance Gets New Impetus as CHiPS and Common Service Centre Sign MoU

An MoU was signed between the Chhattisgarh Infotech Promotion Society (CHiPS) and Common Service Centre in the presence of Chief Minister Shri Vishnu Deo Sai. CHiPS Chief Executive Officer Shri Mayank Agrawal and Common Service Centre Special Purpose Vehicle State Head Shri Jai Narayan Patel signed the MoU on behalf of their respective organisations.

Through this MoU, citizen-centric services available on the Seva Setu Portal will also be integrated with the Common Service Centre digital platform. Similarly, the government will work to integrate services available through Common Service Centres with Seva Setu. This will reduce the need for citizens to access different platforms and enable them to avail more services conveniently at nearby centres.

To make Common Service Centres and Seva Setu Centres easier for citizens to identify, the government will install uniform branding and signboards at these centres. Information about the major services available at the centres will also be clearly displayed. The Village Level Entrepreneur network of Common Service Centres and Seva Setu Centres will be used in coordination to deliver government services to the last mile in rural and urban areas.

More Than 16,000 Seva Setu Centres; Over 54 Lakh Applications Received

Currently, 907 services of 38 departments are being provided online through Seva Setu via 16,619 centres. Since April 1, 2025, more than 54.23 lakh applications have been received on the Seva Setu Portal, of which more than 90 per cent have been resolved.

More than 600 government and commercial services are also being provided to citizens through 28,450 active Common Service Centres across the state. Following the MoU, the reach of Seva Setu’s 907 government services will also be extended to active Common Service Centres. This will enable citizens in rural and remote areas to access more services closer to home.

Over 1,000 Services To Be Integrated on a Single Digital Platform

Chief Minister Shri Sai said Seva Setu is being developed as a comprehensive digital platform for citizen services. The process of integrating 166 Central Government services with State Government services on the platform is also underway. This will enable the delivery of more than 1,000 services to citizens through a single digital platform.

The Chief Minister said the State Government is committed to a clean, transparent and accountable governance system. The objective of making government services available online is to save citizens from unnecessary visits to government offices, ensure timely service delivery, and enhance transparency and accountability throughout the process.

He said the Chief Minister Helpline 1076 has also been launched to resolve citizens’ problems promptly. Around 8,000 officials, from the Tehsildar to the Secretary level, are connected to the system, and timelines have been prescribed for grievance resolution. The government’s effort is to ensure that citizens do not have to chase the system to resolve their problems; instead, the system itself should be accountable for providing solutions.

National Skill Training Institute to Be Built in Nava Raipur at a Cost of Around Rs 250 Crore

A letter allocating 10 acres of land to establish the National Skill Training Institute in Nava Raipur was also handed over during the programme. The proposed institute will cost around Rs 250 crore to build. The institute is proposed to provide modern and quality skill training to nearly 4,000 youth every year.

The institute will provide training in around 20 different trades. Training programmes will be designed to meet changing industry and employment market requirements, enabling youth to gain practical knowledge of new technologies and benefit from opportunities in employment, self-employment, and entrepreneurship.

Chief Minister Shri Sai said the National Skill Training Institute will become an important centre for modern skills and employment opportunities for Chhattisgarh's youth. In an era of rapidly changing technology, it is essential not only to provide degrees to youth but also to equip them with modern skills aligned with industry requirements. The institute will play an important role in preparing the state’s youth for future employment.

Nava Raipur Emerging as a Hub for National-Level Education and Skill Institutions: Minister Shri O.P. Choudhary

Housing and Environment Minister Shri O.P. Choudhary congratulated the newly appointed young engineers and their parents and said they had received an important opportunity to contribute to the development of a rapidly growing modern city like Nava Raipur. Infrastructure is the foundation of any state's economic development, and engineers play an important role in building quality infrastructure.

Shri Choudhary said young people’s attraction towards government jobs is natural, but employment and career opportunities today are not limited to the government sector. Wide-ranging opportunities are also emerging in the private sector, entrepreneurship, technology and skill-based sectors. Along with government recruitment, the State Government is giving special attention to creating quality skill training and new employment opportunities for youth.

Shri Choudhary said a fair and transparent recruitment process strengthens young people’s confidence in the system. He urged the newly appointed engineers to uphold the same values of transparency that enabled them to enter public service, and to accord the highest priority to honesty, dedication to duty and public interest throughout their careers.

Citizens to Get Clear Information About Services Available at Centres

Secretary Shri Ankit Anand informed that, as directed by Chief Minister Shri Vishnu Deo Sai, information about major citizen-related services will be prominently displayed at service centres. These include caste certificates, residence certificates, EWS certificates, marriage certificates, electricity connections, land-use information, trade licences, construction worker registration, ration cards and social security pensions.

In addition, citizens will also have access to Central Government-related services such as Aadhaar, Ayushman, gas connections, PAN cards, passports, pensions, crop insurance, FASTag, Udyam identity cards and agricultural drone services, as well as services related to private banks.

School Education Minister Shri Gajendra Yadav, Commerce and Industries Minister Shri Lakhan Lal Dewangan, Nava Raipur Development Authority Chief Executive Officer Shri Chandan Kumar, senior officials from the concerned departments, and the newly appointed engineers were present.
